Founding Declaration
Believing that the Amazigh are an integral part of Libya’s history, identity, and future, and that protecting their political, economic, and social rights is an essential part of building a just and stable state, we hereby announce the establishment of:
Akal Libya Institution
Protecting Amazigh political, economic, and social rights across Libya’s constitutional and legal frameworks.
A civil and independent institution dedicated to protecting and defending the legitimate rights of the Amazigh people in Libya within all current and future constitutional and legal frameworks of the Libyan state.
We believe that a strong and stable Libya is one that recognizes all its citizens, protects their rights, and guarantees their meaningful participation in governing the country and shaping its future.
Akal Libya Institution supports representative and democratically elected institutions representing the Amazigh people, in accordance with international principles and instruments.
The institution supports Amazigh rights as part of a broader model of equal citizenship, decentralization, and constitutional governance that benefits all Libyans.
Objectives and Vision
To secure legal guarantees for the political, economic, and cultural rights of the Amazigh and Amazigh participation in the political and economic institutions of the state at all levels
The institution believes that Libya is one sovereign state, and that adopting a federal system or a highly empowered decentralized system does not undermine the unity, sovereignty, or territorial integrity of the state. Rather, it aims to redistribute power through constitutional and democratic means, ensuring equal participation for all citizens.
The institution is committed to pursuing its objectives through all lawful and legitimate means.
To monitor, address, and work toward ending all forms of marginalization, exclusion, repression, displacement, and forced assimilation in their various forms, including political and economic marginalization, exclusion from state institutions, inadequate local development, and the absence of fair representation.
No just state can exist when a city, region, or tribe monopolizes state institutions or public oices, as is currently the case. The institution will not accept the monopolization by any party of the Libyan people's right to govern their state and shape its decisions. State institutions and national resources must be accessible to all citizens on the basis of competence, citizenship, and equal opportunity.
Our Future Vision
Our vision is to build Libya as a federal state, based on the fair distribution of political power and national wealth, with its regions granted broad powers to manage their affairs and development within national federal institutions.
Within this framework, the institution supports the establishment of a Western Libya Region, geographically extending from the city of Ghadames to the city of Zuwara, within a constitutional and legal framework that enables the region’s inhabitants to manage their affairs, develop their communities, and participate effectively in the governance of the state.
Our vision includes:
Ensuring that the region remains an integral and inseparable part of the unified Libyan state, the State of Libya.
Building a better future for all residents of the region—Amazigh, Arabs, and other residents—based on equal citizenship, mutual respect, and full partnership in governing and developing the region.
Developing a long-term, sustainable economic and development plan aimed at creating employment opportunities, diversifying the economy, encouraging investment, supporting youth, developing infrastructure, and protecting natural resources.
Supporting the establishment of a professional and disciplined regional security system operating within the framework of the law, the constitution, and the legitimate institutions of the Libyan state, with responsibility for protecting the security and safety of residents and local communities.
Developing regional and local security capabilities to combat organized crime, smuggling, and illicit trafficking, and to protect borders and vital corridors, in coordination with the relevant national authorities and institutions.
Economic Vision and International Relations
Akal Libya Institution believes that building a strong and stable Libya requires a free and open economy based on fair competition, protection of private property, encouragement of investment, the rule of law, equitable distribution of wealth, combating corruption, fiscal decentralization, equitable distribution of national revenues, investment protection, and clear and predictable regulatory frameworks.
The institution also seeks to build a Libya that is open to comprehensive and balanced diplomatic, strategic, economic, and political relations with all countries of the world without exception, based on national sovereignty, mutual interests, and mutual respect.
The institution supports the development of international partnerships in vital sectors, particularly energy, trade, investment, infrastructure, migration, and the fight against human traicking, drug trafficking, and organized crime, in ways that strengthen Libya’s security, stability, and development, protect human rights, and support its integration into the global economy.
The institution supports the transparent and lawful management of Libya’s natural resources, equitable distribution of their revenues, strong environmental protections, robust anti-corruption safeguards, and a stable and predictable investment framework that protects legitimate local and international contracts and investments.
We believe that the Libya of the future should be a country with a free economy, strong institutions, and broad and balanced international relations, capable of protecting its national interests and achieving prosperity for all its citizens.
